Commissioner of Mental Hygiene must submit biannual reports to the Legislature beginning September following the bill's effective date on the total number of Priority I individuals and their service needs including out-of-home residential placement, day services, and current living situations in developmental centers, nursing homes, and hospitals

Priority I individuals are defined as those in emergency situations including abusive or neglectful circumstances with imminent risk of harm, imminent danger to self or others, or homelessness or imminent danger of homelessness who need services or supports

Commissioner must submit biannual reports on Priority II individuals defined as those with aging caregivers with no alternate care available, living situations presenting significant neglect or abuse risk, medical or physical conditions requiring unavailable care, increasing risk to self or others, or subject to court or legislative mandates for residential placement

Commissioner must submit biannual reports on the number of Priority I and Priority II individuals who received services during the preceding six-month period and the types of services provided

The act takes effect immediately upon enactment
