Prohibits delivery of deceased persons' bodies to universities, colleges, schools, or institutes (including mortuary schools) in cities with populations of 1 million or more unless one of three conditions is met: an anatomical gift is made, written consent from the person controlling disposition is obtained, or the decedent provided written consent through a will or trust.

Excludes county fiscal officers and public administrators from providing consent for body delivery and dissection.

Prevents body delivery when provisions of sections 4209-a or 4210-c of the public health law apply (protections for religious objections and unclaimed bodies).

Exempts entities having custody of deceased bodies from any duty to locate and obtain written consent, and shields them from liability for good faith actions based on anatomical gifts, written consent, or decedent instructions.

Takes effect thirty days after enactment and applies to all body deliveries occurring on or after that date.
