Expands health insurance coverage requirements under Insurance Law §3221 and §4303 to include outpatient mental health services provided by mental health counselors, marriage and family therapists, creative arts therapists, and psychoanalysts licensed under Education Law Article 163, in addition to psychiatrists and psychologists.

Maintains existing minimum coverage requirement of at least 20 visits per contract year, plan year, or calendar year for outpatient mental health care.

Clarifies that the bill does not modify or expand the scope of practice for the newly covered mental health professions.

Applies to health insurance policies and contracts issued, renewed, modified, altered, or amended on or after January 1 following the date the bill becomes law.
