Requires surveillance cameras with sound capability in all public common areas of group homes, residential schools, day schools, and programs licensed by the Office that serve children or adults with mental or physical disabilities, including common living areas, dining areas, hallways, classrooms, and time-out rooms.

Mandates surveillance cameras with sound capability in all public common areas of facilities providing residential care to youth, using the same areas specified above.

Permits surveillance cameras in individual bedrooms of children age 13 and younger in residential facilities only with written consent from the child's parent or guardian and only if the child has a single occupancy bedroom.

Imposes a fine of $1,000 per day for each day a provider fails to comply with the surveillance camera requirements.

Takes effect one year after enactment.
