Establishes a prom and graduation safety program within the office of mental health to ensure the safety of adolescents attending prom and celebrating high school graduation.

Requires the commissioner to work with the department of health, state education department, and division of state police to develop educational materials for students, educators, and parents/guardians.

Educational materials must address dangers of alcohol, tobacco, prescription medications, and illicit drugs with focus on substances prevalent among school-aged youth.

Materials shall include printable brochures available on the websites of the office of mental health and state education department, updated annually.

Takes effect immediately upon enactment.
