Authorizes the New York State Commissioner of General Services to transfer two parcels of land at the St. Lawrence Psychiatric Center in Ogdensburg to the City of Ogdensburg for fair market value.

Parcel B consists of 50 acres for residential development along the Saint Lawrence River, excluding five buildings (65, 66, 67, 225, 226) but including nine specified buildings.

Parcel A-3 consists of 6.4 acres for commercial development, including three specified buildings.

Requires any residential development on Parcel B to include at least 15 percent of rental units reserved for Office of Mental Health recipients needing supported housing, with details to be finalized through a memorandum of understanding.

City of Ogdensburg must apply for the conveyance within one year of the act's effective date and must submit an accurate survey and legal description for the commissioner's approval.
