Public Service Commission must develop recommendations for establishing microgrids in New York, in consultation with the Division of Homeland Security and Emergency Services.

Microgrids are defined as interconnected loads and distributed energy resources within clearly defined electrical boundaries that can operate connected to or disconnected from the grid.

Commission must recommend whether microgrids should be established at hospitals, first responder headquarters, emergency shelters, schools, water treatment facilities, and other critical locations.

Commission must identify geographic areas where microgrid establishment should be prioritized based on severe storm damage in the two years prior to the act's effective date.

Commission must recommend funding mechanisms to finance microgrid establishment and submit final recommendations to the Governor and Legislature within one year of the act's effective date.
