Amends Public Service Law to establish a solar incentive and financing program administered by the New York State Energy Research and Development Authority.

Requires minimum statewide annual expenditures of $150 million for solar programs from 2016 through 2025, accounting for programs run by the Long Island Power Authority.

Defines qualified solar photovoltaic systems as those installed after January 1, 2016 in electric distribution company service territories, excluding systems owned by public authorities that sell electricity and systems owned by electric distribution companies themselves.

Mandates program modifications emphasizing diverse project sizes, geographic distribution, customer class participation, and cost-effectiveness through competitive procurements, production incentives, or capacity incentives.

Requires annual reports on program achievements and effectiveness, with consideration for economic benefits to the state and minimization of transmission, distribution, and peak load costs.
