Expands the definition of "for cause" for license revocation under the Alcoholic Beverage Control Law to include sustained and continuing patterns of noise, disturbance, misconduct, or disorder on or about licensed premises that adversely affect the health, welfare, or safety of the surrounding area.

Adds "for cause" grounds to include deliberately misleading the liquor authority by on-premises licensees regarding the nature and character of the business to be operated.

Defines deliberately misleading the authority to include substantially altering the nature or character of the licensed business during the licensing period without seeking appropriate approvals from the authority.

Specifies that "substantially altering the nature or character" means any significant alteration in business activities that would require obtaining a different form of license.

Takes effect immediately upon enactment.
