New York State Department of Health Commissioner is authorized and directed to conduct a study on the high incidence of asthma in the Bronx

Study must analyze high-risk neighborhoods examining disparities in income, race and ethnicity, public and private housing, and proximity to major sources of air pollution

Study must evaluate the effectiveness of existing medical facilities in the Bronx

Study and remedial plan must be completed within twelve months of the act's effective date

Results of study and remedial plan must be provided to the governor and legislature no later than eighteen months from when the study begins
