Changes custody of the tobacco revenue guarantee fund from sole control by the state comptroller to joint custody with the commissioner of taxation and finance.

Transfers responsibility for receiving annual reports on indigent legal services expenditures from the state comptroller to the office of indigent legal services.

Requires counties and certain cities to file annual reports by March 1st detailing expenditures for legal representation of indigent persons, identifying sources as local funds, state funds, federal funds, or private sources.

Removes requirement that the first report contain information for two preceding calendar years; reports now cover only the immediately preceding calendar year.
