Amends Executive Law by adding section 717-a to establish direct dialing requirements for 911 calls in public buildings operating multi-line telephone systems.

Defines "public building" as any building owned by the state, county, town, village, school district, or other political or civil subdivision of state or local government.

Requires all public buildings with multi-line telephone systems to configure hardware to allow direct connection of 911 calls to public service answering points.

Exempts public buildings that would require hardware upgrades to comply, but mandates they place instructional stickers on each telephone explaining the inability to directly dial 911 and procedures to reach emergency services.

Takes effect 90 days after becoming law.
