Fish wholesalers that sell, offer for sale, transport, or purchase fish for human consumption in sealed containers must clearly label containers with the fish's identity, weight or measure, and numerical count.

Labels must include the name and address of the shipper, packer, or distributor and the state of origin of the fish.

Amends existing Agriculture and Markets Law section 190 to clarify that fish labeling requirements under the new section 214-o supersede the previous exemption from marking requirements for fish other than shellfish.

Requires compliance with all applicable federal laws, rules, and regulations relating to fish.

Becomes effective 180 days after enactment, with authorization for regulatory agencies to implement necessary rules immediately upon passage.
