Establishes a State Small Business Commercial Fishing Advocate within the Department of Economic Development to represent and advise on matters affecting small family-owned commercial fishing businesses in New York.

Advocate shall advise the Commissioner on commercial fishing policies, serve as liaison between the industry and state government, and identify regulatory issues affecting small fishing businesses.

Creates a Small Business Commercial Fishing Economic Development Program administered by the Advocate to promote marine resources development, increase consumer awareness, develop financing mechanisms, and review regulatory barriers to industry viability.

Advocate powers include reviewing state policies affecting the industry, promoting alternative vessel uses (tourism), developing marketing strategies, recommending legislation, and fostering inter-governmental cooperation on fishing industry issues.

Requires the Advocate to submit annual reports to the Governor, Department, and Legislature beginning July 1, 2016, with reports made publicly available at no charge.
