Authorizes the city of Buffalo to establish a pilot residential parking permit system in the area surrounding Buffalo General Medical Park by local law or ordinance.

Permit system applies only to 11 specified streets (Maple, Mulberry, Locust, Lemon, Orange, Peach, Grape, Rose, High, Carlton, Virginia, and North Streets) between designated boundaries, excluding streets with adjacent commercial, office, or retail zoning.

Requires Buffalo to reserve at least 20 percent of parking spaces for nonresidents with short-term parking of at least 90 minutes and exempts vehicles registered as disabled (Section 404-a) from permit requirements.

Mandates a public hearing before adoption and requires the local ordinance to specify permit fees, times and days the system operates, and that revenues be credited to Buffalo's general fund.

Pilot program expires and is automatically repealed 730 days after implementation, with Buffalo required to notify the legislative bill drafting commission upon adoption.
