Expands the enriched social adult day services program from a limited demonstration project to an ongoing program by removing the "demonstration project" designation and establishing a permanent application process for eligible entities.

Broadens eligibility from persons aged 60 and older to "functionally impaired adults" of any age who need services exceeding social adult day services but below adult day health care levels.

Requires the director to develop an application process for eligible entities to offer enriched services (medication dispensing, health education, counseling, case management, and therapies) and optional services, with applications including participant estimates and service delivery plans.

Authorizes the director to make competitive grants covering 100 percent of allowable expenditures to eligible entities currently providing all required social adult day services and holding existing contracts with the State Office for the Aging.

Changes the program evaluation deadline from January 30, 2011 to January 30, 2017, and requires evaluation of program effectiveness in delaying institutional placement, costs, participant satisfaction, and replicable design elements.
