Creates an interagency council including 11 state agencies (State Office for the Aging, Department of Health, Office of Mental Health, Office of Alcoholism and Substance Abuse Services, Office of Temporary and Disability Assistance, Office for Persons with Developmental Disabilities, Division of Housing and Community Renewal, Department of Labor, Department of Financial Services, Department of Transportation, and Office of Children and Family Services) to coordinate planning on issues affecting older adults.

Requires the council to develop a comprehensive state plan on aging that assesses current programs and services, identifies current and projected needs, and encourages interagency cooperation.

Mandates the plan address 12 focus areas including NYConnects and No Wrong Door approach, long-term care, health services, transportation, community-based services, workforce issues, kincare, nutrition, housing, elder abuse, and mental health and substance abuse services.

Requires submission of a five-year prospective plan to the Governor, Speaker of the Assembly, and Temporary President of the Senate by January 1 following the effective date and every five years thereafter.

Takes effect immediately upon enactment.
