Amends civil practice law and rules to require full disclosure of all recordings from police and peace officer body cameras and vehicle-mounted cameras, including audio tapes and all portions such as out-takes, in addition to films, photographs, and videotapes.

Amends criminal procedure law to require prosecutors to disclose all recordings from police and peace officer body cameras and vehicle-mounted cameras that they intend to introduce at trial, regardless of when the recording was made.

Establishes a "Panel of Experts on the Use and Disclosure of Recorded Video, Digital Audio, Film and Photograms" with at least 15 members appointed by the attorney general, including criminal defense attorneys, former police officers, former district attorneys, public advocates, civil rights attorneys, and videography and digital audio experts.

Requires the panel to develop statewide uniform regulations and rules for the use and disclosure of body camera recordings, vehicle camera recordings, and facility recordings made by police and peace officers during the execution of their duties.

Mandates all state, county, city, and town law enforcement departments adopt the panel's proposed regulations and rules as standard operating procedures within 90 days of finalization, effective immediately upon passage.
