Amends Section 2610 of the Insurance Law to require insurers to provide insured parties with a copy of repair estimates for motor vehicle collision or comprehensive coverage claims.

Mandates that repair estimates include a specific disclosure in at least 12-point type stating that insurance companies cannot require repairs at a particular repair shop and that the insured has the right to choose their repair facility.

Becomes effective 180 days after enactment and applies to all policies issued, renewed, modified, altered, or amended on or after the effective date.

Authorizes the Department of Insurance to add, amend, or repeal rules and regulations necessary for implementation, with such changes to be completed by the effective date.
