Amends the definition of "hazard vehicle" under Vehicle and Traffic Law § 117-a to include sani-vans and waste collection vehicles engaged in refuse and/or recyclable materials collection on public highways

Defines "sani-van" as any motor vehicle with a rear compaction unit used in collecting refuse and/or recyclable materials

Creates new definition of "waste collection vehicle" as any motor vehicle commonly classified as a garbage truck designed for and used in collecting refuse and/or recyclable materials

Requires drivers to reduce speed when approaching hazard vehicles parked or stopped on highway shoulders that are displaying amber warning lights

Takes effect on November 1st following the date the bill becomes law
