Establishes a Micro Business Outreach Center Assistance Program within the Department of Economic Development to provide technical and financial assistance to micro businesses (sole proprietorships, partnerships, or family businesses with fewer than five employees).

Authorizes the Department to provide funding for setting up new micro business outreach centers in geographically isolated areas, operating existing centers, and expanding coordination and technical assistance activities across the network.

Creates a Micro Business Outreach Center Network as a not-for-profit corporation to serve communities that are geographically or socially isolated from the mainstream economy and to facilitate access to economic development programs and small business services.

Requires the Department to establish selection criteria for designated outreach centers based on community need, client information systems, efficient use of existing resources, and provision of pre-loan and post-loan technical assistance.

Mandates the Commissioner file an annual report to the Governor and Legislature within 30 days after the close of the fiscal year documenting program effectiveness and making recommendations for further legislation.
