Public Service Commission must conduct a comprehensive study and cost-benefit analysis of the Reforming the Energy Vision (REV) initiative, including analysis of potential benefits, costs, and impacts on consumer electric rates.

Study must evaluate feasibility of alternative initiatives and approaches for upgrading and updating the state's energy infrastructure, along with their potential benefits and costs.

Public Service Commission must submit findings to the governor, temporary president of the senate, speaker of the assembly, and minority leaders of both chambers within one year of the act's effective date.

No additional taxes, fees, increased rates, or other charges to fund the REV initiative may be imposed on existing utility rates until the study and report are completed.

Act takes effect immediately upon passage.
