Authorizes the city of Fulton (Oswego County) to convey 8.3 acres of waterfront parkland to the town of Granby, along with a 1.46-acre permanent easement for ingress and egress.

Requires the town of Granby to maintain the property as public parkland with continued public access, and permits Granby to charge higher fees to Fulton residents than to its own residents.

Directs revenues from the conveyance to be used for capital improvements to existing park and recreational facilities or acquisition of new park and recreational facilities in Fulton.

Includes a reversion clause returning the property to Fulton if it is ever used for purposes other than public parkland.

Requires compliance with federal land and water conservation fund requirements if the parkland received prior federal funding before the transfer can occur.
