Directs the New York State Department of Health Commissioner to conduct a study and develop a remedial plan addressing high incidence of asthma and related pulmonary disorders in Brooklyn.

Study must analyze high-risk neighborhoods examining disparities in income, race and ethnicity, public and private housing, and proximity to major air pollution sources including trafficked roadways and solid waste processing facilities.

Study must evaluate the effectiveness of existing medical facilities in Brooklyn.

Study and remedial plan must be completed within 12 months of the act's effective date.

Results of the study and remedial plan must be provided to the governor and legislature no later than 18 months from the beginning of the study.
