Amends the definition of "victim of domestic violence" under Social Services Law Section 459-a to include victims of identity theft, grand larceny, and coercion committed by family or household members.

Expands the list of penal law violations that constitute domestic violence to explicitly include identity theft, grand larceny, and coercion alongside existing offenses such as assault, stalking, harassment, and strangulation.

Requires that the acts result in actual physical or emotional injury or create a substantial risk of physical or emotional harm to the victim or victim's child to qualify as domestic violence.

Takes effect immediately upon enactment.
