Establishes a New York State community renewable facility pilot program authorizing up to 50 megawatts of renewable energy capacity statewide using a subscription-based model with 10-year terms.

Permits electric corporations to own and operate solar, wind, and hydroelectric generating equipment (not exceeding 10 megawatts each) integrated with their transmission and distribution facilities.

Requires participating customers to receive fixed-price blocks of energy based on average monthly usage, with participating customers exempt from systems benefits charges and clean energy standard surcharges.

Mandates electric corporations reserve a percentage of subscriptions for low and moderate income participation, demonstrate reasonable customer outreach, execute labor peace agreements, and submit proposals for Public Service Commission review.

Allows the 50 megawatt cap to increase by an additional 50 megawatts only after five years and once the initial cap is reached; permits the Commission to suspend or terminate the program if it impedes safe service or causes significant increases in service arrears or disconnections.
