Creates a temporary advisory board on upstate transit funding within the Department of Transportation to study and recommend sustainable state funding options for the public transportation systems operating assistance account (PTSOA).

Board consists of the transportation commissioner (as chair) plus nine members appointed by the governor: two on recommendation of the senate temporary president, two on recommendation of the assembly speaker, one on recommendation of each chamber's minority leader, and three without recommendation.

Appointed members must include at least two representatives each from local governments, public transportation authorities, labor unions, and riders of PTSOA-funded systems.

Board must submit a completed report by December 1, 2016 to the governor, legislative leadership, and relevant committee chairs with findings and specific recommendations for sustainable PTSOA funding.

The advisory board and this act automatically expire and are repealed 120 days after submission of the completed report.
