Amends Vehicle and Traffic Law Section 388 to provide liability protection for new car dealers who loan vehicles to customers without charging a fee while the customer's vehicle is being serviced or repaired.

Shields the dealer and affiliated entities from liability for death, injury to persons, or property damage resulting from use of the loaned vehicle, provided the dealer and its affiliates are not negligent or engaged in criminal wrongdoing.

Defines "affiliate" as any person that directly or indirectly controls, is controlled by, or is under common control with the vehicle owner.

References existing definition of "new car dealer" from Vehicle and Traffic Law Section 415.

Takes effect immediately upon enactment.
