Designates the National Honor and Remember Flag as the official honor and remember flag for New York State to recognize members of the U.S. Armed Forces who died in the line of duty

Requires the Commissioner of General Services to procure and distribute Honor and Remember Flags within 30 days of the law's effective date

Mandates the display of the Honor and Remember Flag on the state capitol building during daily legislative sessions and public occasions, alongside the U.S. flag and state flag

Establishes that all expenses for flags and necessary flagstaffs shall be paid from the state treasury on the comptroller's warrant

Takes effect 30 days after becoming law
