Requires each county to designate minimum early voting polling places based on registered voter population (one place per 50,000 voters, capped at seven locations, with at least one in smaller counties).

Mandates early voting polls open at least eight hours daily on weekdays between 7 a.m. and 8 p.m., with at least one location open until 8 p.m. on two weekdays per week, and at least five hours on weekends and legal holidays between 9 a.m. and 6 p.m.

Requires boards of elections to staff early voting locations with either board employees or qualified individuals appointed equally from major political parties, and assign staff to ensure wait times do not exceed thirty minutes.

Prohibits early voters from voting again on election day; requires early ballots to be secured and not counted until after polls close on election day; directs boards to create public communication plans publicizing early voting locations, hours, and accessibility information.
