Prohibits legislative leaders (temporary president of the senate, minority leaders, speaker and minority leader of the assembly, and other legislative coalition leaders) from having any outside earned income starting in calendar year 2017.

Limits outside earned income for senate and assembly committee chairpersons to no more than 15 percent of the gross annual salary of the governor's office, effective starting in calendar year 2017.

Defines "outside earned income" as wages, salaries, fees, or other compensation paid for services personally rendered.

Excludes from the definition of outside earned income: legislative salaries and benefits, pension income from previous employment, military reserve or national guard income, and investment income where the member's services are not a material factor.
