Amends vehicle and traffic law to allow farm vehicles to travel from their point of sale to a farm as an authorized use under farm vehicle registration.

Expands the definition of permitted farm vehicle travel to include transporting motor vehicles, trailers, or semitrailers at the time of first receipt from point of sale to a farm.

Maintains existing 25-mile one-way distance limit and route restrictions for farm vehicle travel, including prohibitions on limited access highways and travel between one hour before sunset to one hour after sunrise.

Requires vehicles to be free of out-of-service defects related to load securement, brake systems, steering components, and coupling devices before traveling.

Establishes eligibility for farmers with average gross sales of at least $1,000 per year of crops, livestock, and livestock products; takes effect immediately upon enactment.
