Amends Chapter 266 of the laws of 1981 to extend the statute of limitations deadline for veterans to file lawsuits related to phenoxy herbicide exposure during military service in Indo-China from February 28, 1961 through May 7, 1975.

Changes the deadline for filing such actions from June 16, 2016 to June 16, 2018, providing an additional two-year window for claims.

Revives causes of action for injury or death caused by contact with or exposure to phenoxy herbicides that would otherwise be barred due to expiration of the applicable period of limitation.

Takes effect immediately upon enactment.
