Amends vehicle and traffic law to require driver's license applicants to demonstrate knowledge of laws requiring due care when approaching parked, stopped, or standing vehicles displaying blue or green lights.

Updates driver's manual requirements to include information about exercising due care to avoid colliding with vehicles displaying blue or green lights.

Adds new requirements for operators of motor vehicles on parkways or controlled access highways to move from lanes containing or adjacent to shoulders where such vehicles are parked, stopped, or standing, provided the movement complies with other traffic laws.

Expands the driver's license test to include questions about "Road Rage" awareness, work zone safety, alcohol and drug effects, and the law regarding vehicles displaying blue or green lights.

Takes effect on the one hundred eightieth day after becoming law.
