Appropriates funds for state operations for the fiscal year beginning April 1, 2016, to be paid to respective public officers for designated purposes.

Allows federal grants appropriations for state operations to be allocated for any grant period beginning, during, or prior to the state fiscal year beginning April 1, 2016.

Reappropriates undisbursed and unexpended balances from prior year appropriations for the same purposes unless amended by this chapter.

Permits use of abbreviated text with ellipses (...) in reappropriation sections to indicate continuation of existing law not fully shown in the bill.
