Expands the list of allowable wellness programs to include substance or alcohol abuse cessation programs and chronic pain management and coping programs.

Adds "and/or hypertension" to existing stress management programs and includes these expanded programs in the list of services eligible for reimbursement incentives.

Permits full or partial reimbursement of costs for participating in stress management, substance or alcohol abuse cessation, worker injury prevention, nutrition education, and chronic pain management programs.

Maintains existing restrictions that community-rated group health insurance policies cannot offer discounted premiums, rebates, or refunds as wellness program rewards.

Takes effect 180 days after enactment, with immediate authorization for regulatory agencies to implement necessary rules and regulations.
