Amends Election Law Section 8-400 to allow voters age 62 and older to request permanent absentee ballot status without requiring a reason.

Expands existing permanent absentee ballot eligibility, which previously required voters to claim permanent illness or physical disability.

Requires boards of elections to mark voter registration records as "Senior" for eligible applicants and automatically mail absentee ballots for all subsequent elections until registration is cancelled.

Absentee ballots must be mailed by first class mail with postal instructions not to forward, with return required within five days if undeliverable.

Takes effect upon enactment of a concurrent constitutional amendment (S.4456A/A.3874B) relating to ballot by mail provisions.
