Expands the director's authority to promulgate rules and regulations for social adult day care programs to apply regardless of funding source, whether public or private (previously limited to programs receiving state funding).

Establishes a precedence rule where regulations from other state agencies overseeing social adult day care programs take precedence in cases of duplicative regulations.

Requires the director to establish a method for programs to notify the office when they are subject to duplicative rules and regulations from multiple state agencies.

Changes the deadline for the director's report on uniform standards and requirements for social adult day care programs from December 31, 2005 to December 31, 2016.
