Amends General Municipal Law to expand burial assistance eligibility from "indigent veterans" to all "veterans" (as defined in Public Health Law section 4203) who die without sufficient funds or insurance for funeral and burial expenses and have no next of kin or designated representative.

Authorizes counties and the City of New York to request congressionally chartered veterans' organizations to arrange and conduct funeral and burial services for eligible veterans.

Requires the state to reimburse congressionally chartered veterans' organizations for funeral and burial service expenses, including caskets, funeral director fees, grave sites, and military funeral services.

Mandates that counties and the City of New York distribute such requests among a diversity of congressionally chartered veterans' organizations within their jurisdiction to share costs fairly and equitably.
