Reduces the employee threshold for "small business" definition from 300 to 200 employees at the time of contract award and payment.

Extends the 15-day payment deadline by an equal period if conditions must be satisfied (such as audits, inspections, or delivery compliance), after which payment is due within 15 days of condition resolution.

Changes the effective date of the 2015 small business payment law from 180 days to 365 days after enactment, applying only to invoices received after the effective date.
