Prohibits manufacturers, distributors, retailers, and secondhand dealers from selling, leasing, or offering for sale crib bumper pads in New York State, effective 60 days after the bill becomes law.

Bans the use and possession of crib bumper pads at all child care facilities and places of public accommodation (hotels, motels, inns, and similar lodging establishments) in the state.

Defines crib bumper pads as non-mesh pads resting directly above the mattress or along interior sides of a crib, excluding mesh liners.

Requires the Office of Children and Family Services, in consultation with NYC Department of Health and Mental Hygiene, to notify child care facilities in plain language about the ban and promulgate rules for enforcement.

Authorizes the Attorney General to seek injunctions and civil penalties of up to $500 per violation for sales or use of crib bumper pads in violation of the law.
