Extends the notice period for public hearings on environmental standards and regulations from 30 days to 45 days after date of notice in section 3-0301 of the Environmental Conservation Law.

Increases the advance notice requirement for public hearings on codes, rules, regulations, and amendments or repeals thereof from thirty days in section 19-0303 of the Environmental Conservation Law.

Requires the Department of Environmental Conservation Commissioner to hold public hearings prior to proposing any environmental standard, criterion, rule, or regulation change, with notice given by public advertisement of the date, time, place, and purpose.
