Amends the racing, pari-mutuel wagering and breeding law to change the withholding period for increased purse payments to the horsemen's organization from ending August 31, 2016 to ending August 31, 2017.

Requires the franchised racing corporation to withhold two percent of all purses (instead of one percent) from September 1, 2007 through August 31, 2017.

Mandates that withheld funds be paid to the horsemen's organization representing at least 51 percent of owners and trainers utilizing the facility.

Requires the horsemen's organization to spend up to one-half of one percent of the total sum on equipment and programs to test horses for steroids at a state college with an approved equine science program.

Requires the horsemen's organization to include annual funding for benevolence programs supporting organizations that provide services to backstretch employees.
