Amends the Social Services Law to require the Office of Temporary and Disability Assistance to compile and publish a quarterly list of parents with child support arrears.

List includes individuals owing more than $10,000 in child support (or alternative amount set by the commissioner) and contains names, last known addresses, physical descriptions, photographs if available, occupations, arrearage amounts, and number of children owed support.

Website access to the list is restricted to employers subject to tax withholding requirements under Tax Law Section 671 and employees administering payroll for those employers.

List is also available for inspection at all Office of Temporary and Disability Assistance facilities, including support collection unit offices.
