Expands industrial hemp from an agricultural product that may only be grown to include authority to sell, distribute, transport, and process hemp and hemp-derived products in or out of state as part of agricultural pilot programs.

Permits the commissioner to authorize up to ten sites for growing and cultivating industrial hemp through department-conducted or higher education institution pilot programs, with sites required to be certified and registered with the department.

Authorizes regulations to allow persons in approved programs to acquire, possess, grow, and sell industrial hemp plants, seeds, and products, subject to federal law authorization.

Requires the commissioner, in cooperation with the commissioner of economic development, to report to the governor and legislature by January 1, 2018 on pilot program success, including cultivation, marketing, processing, sales, and opportunities for hemp-related businesses and jobs.

Takes effect thirty days after enactment, with immediate authorization for agencies to promulgate necessary regulations.
