Amends New York Executive Law by adding Article 17-C to establish a framework for certified veteran-owned business enterprises participating in state contracts

Defines a certified veteran-owned business enterprise as a business that is at least 51% owned by one or more veterans, with real and substantial veteran ownership that exercises independent day-to-day control

Requires the business to be authorized to do business in New York, independently-owned and operated, and classified as a small business with no more than 300 employees as determined by the director

Creates a Division of Veterans' Business Development to oversee opportunities for certified veteran-owned business enterprises in state contracting

Includes a severability clause and provides for repeal of these provisions upon expiration
