Eliminates requirement to file information with the Department of Health by electronic means when issuing non-electronic controlled substance prescriptions in cases where electronic issuance was impractical or the prescription was for out-of-state pharmacy; instead requires documentation in patient's health record of the specific reason.

Applies the same documentation requirements to practitioners under Education Law (optometrists and physician assistants) who issue non-electronic prescriptions under similar circumstances.

Requires practitioners to notify the Department of Health in writing when they gain the capability to use electronic prescribing after operating under a waiver, with waivers terminating within a specified timeframe after capability is gained.

Takes effect immediately upon enactment.
