Expands job impact statement requirements to evaluate rules' effects on employment status, average wage levels, hours, and duration of employment, not just job numbers.

Requires agencies to make available the methodology and data sources used to prepare job impact statements.

Allows commissioners of labor and economic development to issue a "statement of concurrence" requiring additional evaluation of proposed rules, with agencies given up to 90 days to comply before adopting the rule.

Redefines "substantial adverse impact" to include significant net reductions in average wage levels, hours, or duration of employment that would represent a substantial adverse impact on incomes or economic security.

Requires job impact statements to be included in all rule-making notices and distributed to the governor, legislature, and administrative regulations review commission.
