Adds new section 59-b to the civil service law establishing promotion requirements for emergency medical service supervisory positions including Captain, Deputy Chief, Division Chief, and Division Commander.

Requires vacancies in these positions to be filled by promotion from competitive class employees in lower grades within the same department when practicable, provided the lower grade positions are in direct line of promotion.

Establishes promotion criteria based on merit and fitness as determined by examination, with seniority given due weight and consideration for prior training, experience, and performance ratings.

Provides that persons holding supervisory EMS positions on the effective date of the law are subject to these promotion standards notwithstanding other provisions in civil service law or other state laws.
