Adds definitions of "caller identification information" and "caller identification service" to New York's General Business Law sections 399-z and 399-pp.

Prohibits telemarketers and sellers from knowingly transmitting misleading, inaccurate, or false caller identification information through caller identification services.

Permits substitution of the actual name or telephone number of the person or entity on whose behalf a telemarketing call is placed, as an exception to the prohibition on false caller identification.

Takes effect immediately upon enactment.
